Albania has taken a new step in its fight against corruption by assigning an artificial intelligence (AI) tool, known as Diella, to manage its public procurement process.
According to a report by Reuters on September 11, Prime Minister Edi Rama, who is preparing to start his fourth term, introduced Diella as part of his new cabinet lineup.
According to him, this AI will take full control of awarding public tenders, the process through which the government hires private companies for state projects.

Rama emphasized that Diella is immune to pressure, bribery, or favoritism, common concerns when it comes to public funds.
The AI’s name, Diella, translates to “sun” in the Albanian language. Although the government highlighted her role in promoting fairness and transparency, it did not explain what kind of supervision or safety checks are in place to monitor her decisions or prevent misuse.
Diella was first introduced earlier in the year on Albania’s national digital services platform, e-Albania. At that time, its job was to help users complete various administrative tasks.
It provided information, responded to voice commands, and issued digitally signed documents, all while dressed in a virtual version of traditional Albanian clothing.
With Diella’s new role, the AI tool will be responsible for overseeing all steps involved in public tenders, including the selection process.
